6 Reason, Richard Edmund
SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 21 December 1903 Exeter, Devon, Englandd. 20 March 1987 Great Bowden, Leicestershire, England[br]English metrologist who developed instruments for measuring machined-surface roughness.[br]Richard Edmund Reason was educated at Tonbridge School and the Royal College of Science (Imperial College), where he studied under Professor A.F.C.Pollard, Professor of Technical Optics. After graduating in 1925 he joined Taylor, Taylor and Hobson Ltd, Leicester, manufacturers of optical, electrical and scientific instruments, and remained with that firm throughout his career. One of his first contributions was in the development, with E.F.Fincham, of the Fincham Coincidence Optometer. At this time the firm, under William Taylor, was mainly concerned with optical instruments and lens manufacture, but in the 1930s Reason was also engaged in developing means for measuring the roughness of machined surfaces. The need for establishing standards and methods of measurement of surface finish was called for when the subcontracting of aero-engine components became necessary during the Second World War. This led to the development by Reason of an instrument in which a stylus was moved across the surface and the profile recorded electronically. This was called the Talysurf and was first produced in 1941. Further development followed, and from 1947 Reason tackled the problem of measuring roundness, producing the first Talyrond machine in 1949. The technology developed for these instruments was used in the production of others such as the Talymin Comparator and the Talyvel electronic level. Reason was also associated with the development of optical projection systems to measure the profile of parts such as gear teeth, screw threads and turbine blades. He retired in 1968 but continued as a consultant to the company. He served for many years on committees of the British Standards Institution on surface metrology and was a representative of Britain at the International Standards Organization.[br]Principal Honours and DistinctionsOBE 1967. SUBJECT AREA: Electricity[br]b. 9 May 1850 Oswestry, Englandd. 20 August 1936 Montclair, New Jersey, USA[br]English (naturalized American) inventor noted for his contribution to the technology of electrical measurements.[br]Although he developed dynamos for electroplating and lighting, Weston's major contribution to technology was his invention of a moving-coil voltmeter and the standard cell which bears his name. After some years as a medical student, during which he gained a knowledge of chemistry, he abandoned his studies. Emigrating to New York in 1870, he was employed by a manufacturer of photographic chemicals. There followed a period with an electroplating company during which he built his first dynamo. In 1877 some business associates financed a company to build these machines and, later, arc-lighting equipment. By 1882 the Weston Company had been absorbed into the United States Electric Lighting Company, which had a counterpart in Britain, the Maxim Weston Company. By the time Weston resigned from the company, in 1886, he had been granted 186 patents. He then began the work in which he made his greatest contribution, the science of electrical measurement.The Weston meter, the first successful portable measuring instrument with a pivoted coil, was made in 1886. By careful arrangement of the magnet, coil and control springs, he achieved a design with a well-damped movement, which retained its calibration. These instruments were produced commercially on a large scale and the moving-coil principle was soon adopted by many manufacturers. In 1892 he invented manganin, an alloy with a small negative temperature coefficient, for use as resistances in his voltmeters.The Weston standard cell was invented in 1892. Using his chemical knowledge he produced a cell, based on mercury and cadmium, which replaced the Clark cell as a voltage reference source. Finan unconditional order in writing from one person (the drawer) to another (the drawee and signatory), requiring the drawee to pay on demand a sum to a specified person (the payee) or bearer. It is now usually used in overseas trade and the drawee may be a bank as opposed to an importer.The supplier or drawer usually submits the bill with the relative shipping documents. It is then anticipated by the drawee either as the agreed or implied method of payment. On receipt, the drawee either makes the required payment, or if payment is to be made at a future date, indicates acceptance by signing it.Wording on the bill will state when payment has to be made, for example, “60 days after date, we promise to pay...” means 60 days after the date of the bill; “60 days after sight, we promise to pay...” means 60 days after acceptance; and at sight means the bill is payable upon presentation.Once accepted, a bill of exchange is a negotiable instrument. The drawer can therefore obtain the money it represents by selling it to a financial institution at a discount. In the United Kingdom, the complex statutory law relating to these instruments is found in the Bills of Exchange Act (1882). -

Although Treasury bills are non-interest bearing, by purchasing them at a discount and holding them to redemption, the discount is effectively the interest earned by holding these instruments.
